EAL Domestic Installer Scheme (think can only be done at a training centre)
As for getting on yell.com for electricians in your area then e-mail them a covering letter with a cv. Phone places. Visit in person. Ask for any vacancies, even just as a labourer (to start). Ask friends if they know anyone, ask them to ask their friends etc.
