wow! i think it would take me a couple, i presume thats not including testing?

do you call out edf (or whoever) to cut the seal so you can isolate the board or just cut it yourself?

No, certainly doesn't include a full test. I always cut the seals if I need to. If it is my only point of safe isolation then I won't wait for the power co to get someone out. Never had any issues.
