testing other electricians work
Could anyone tell me catagorically. Is it ILLEGAL to test and certificate and then issue Part P compliance certs for an installation that someone else (be it NICEIC registered or otherwise) has installed?
I know that as an NICEIC sparks we are not allowed to, but is it llegal?
If so how would a client get a Part P cert if the sparks doing the work had say 'died'?

Dont think you could do an installation cert but Do a PIR and note the age of installation and why a PIR was done.
If there is a smoking section in a resteraunt can there be a urinating section in the swimming pool??

IIRC (on the Irish side) if for any reason an electrical contractor was unable to provide a certificate for an installation, the client has the right to apply to the regulatory body to have another contractor finish the installation and certify the work, or at the regulatory bodies discretion they can have the work certified by one of their own people.

Lets put it this way if you issue a certificate for someone elses work and it ends up for whatever reason that building control get involved and prosecute. The person prosecuted will be the person who signs the installation certificate as they are accepting full responsibility, the person who installed and broke the rules walks away laughing.
The only two safe ways is inform building control or have a PIR done.

exactly my point so what would happen if the sparks died. i wouldnt want to issue certs for work i didnt do.
But if others do this are they literally breaking the law.

Gary,
No you cant but being a new installtion the client and the building inspector would be after a EIC and a Part P. is it illegal to issue one for another firm work.

that is what i thought. i suppose the only way you could do it is just get building control to sign it off.

yeh but they wouldnt. to have them involved would have been a decision from the beginning of the job. they have to come out at various stages in order to check ALL the work. they would otherwise be in the same boat as the sparks. ie issueing certs for a job that they havent seen all the cabling go in. in addition most if not all Local authorities use NICEIC sparks to do their certification anyway. this is because they have no one employed who has the technical knowledge to do these certs.
any way back to the question, is it illegal to cert others works?
