DNO/service head in a cupboard on ground floor, feeds to a henley block then this feeds to 5 x switches. Each flat currently has 16mm T&E fed to them. One flat has already been done via a previous electrician very recent too.

The only way to feed a supply as in a fresh supply to this flat is via trunking and following the contour of the staircase up 3 floors. No access to the outside.

Hence the option to try and utilise the existing supply as it tests good.
 
It's my understanding that sub-mains to meters need to be a minimum of 25mm feed with 16mm main earth, check with your local distributor because the meter will belong to them presumably.
