sorry for such a basic question, is the circuit in the picture attached a 2 wire circuit or a three wire circuit, I am looking to install a 2 gang dimmer switch and it says it needs a three circuit with neutral

cannot say by only looking at picture. that taped up wire may be a neutral, or part of 2 way switching no longer in use.
will have to trace where that cable goes (possibly to a light fitting) and have a look how its wired up on the other end.

may be worth getting an electrician to do it.
