My thoughts would be no, even if you do fuse it down as cooker should be on its own supply.

could replace cooker switch with one incorporating a socket outlet ( circuit being capable of handing extra load ). best way is to come off ring final if you want aq double S/O

not good practice, IMO, i suppose you could fit a FCU, you have to check loading and whether the cable will take the extra load.
