Hi,

I work for an overseas company who are building a process plant in the UK. We are employing a mixture of UK and overseas contractors. For the installation, commissioning and overseeing of the electrics and control systems we are doing the work ourselves as this is our area of expertise. The H and S man for the civil contractor (not our Client but acting as PC), is instructing us that all electrical staff must have a JIB card - a UK certificate. We fully appreciate that we must work to UK standards (which are similar to many other EU countries with a few differences). We are talking of highly specialist and qualified professionals (many chartered).

Is the H and S man advising us correctly? I believe not, but I am a simple civil engineer? Thoughts?
 
If he is working for the main contractor and they want all electrical staff to have JIB cards there is not a lot you can do if this is a stipulation in their contract.

Thanks for coming back. No we are the main contractor (in fact there are two, we have the same Client), the other company is the Principal Contractor, they are doing the civils and it makes sense them being the PC.

It is their Safety officer who is making the claims. I believe that we just have to be UK compliant and work to the 17th ed.
 
There is no stipulation other than the client obviously wants certain standards, and a proof of these standards as far as the electrical side is concerned is the Joint Industrial Board (JIB).

Though it is not a "licence" as such for electrical contracting, it is deemed to be the nearest thing to one in the UK. The JIB will grade someone according their qualifications, and experience and most blue chip projects will insist on the electrical contractor being affiliated in the JIB and so to their employees

As the H&S officer, he has no jurisdiction over who or what staff your company employs for installation works.... Any stipulation over the registration of electrical staff for arguments sake, would have to be clearly stipulated in your companies contract with the client, you cannot retrospect such conditions at the whim of a H&S officer. This is all basic contractual stuff, so get your companies contracts manager to look at the signed copy of your contractual requirements...

As a further thought on this, I'd really like to see what the JIB would classify a Chartered Electrical Engineer as?? lol!! ...Clearly not qualified to work on a blue chip project!!! lol!!!!
