The cheapest form of heat is free, from the sun - lots of large, good quality windows will maximise thermal gain, plenty of thermal mass, so highly insulated concrete floors - combined with at least triple the amount of insulation recommended within current building regs.

A well insulated home needs next to no heat input.

And install air conditioning through because the heat will be unbearable in the summer.
