If someone owns a house and is not renting it out but wants to live in it themselves do they by law need an inspection and testing certificate to move in
 
It may help us help you if you tell us why you are asking, your situation, your involvement etc.
Good point some one I know out of London had work done structure has had it had OK by council didn't ask about electrical cert has asked me I don't do testing that is why I am asking the fruit of knowledge
 
Are you saying your friend has had some building work done that included electrical work, and no certificate has been provided for the electrical work ?

First off like Andy mentioned, has there been electrical work carried out that requires notification?
Have they just bought this property? As most selling packages now require a survey of the electrical system so the previous seller may have had to get the inspection done already.
Why don't people post all the facts rather than tiny snippets

I know what you mean he phoned me asking questions I have never been to the property I just wanted to know a few general answers but it seems more questions are being asked which makes sense different people do it different ways he has contacted an electrician near him can't come after Christmas etc said phone another one, well when I trained if you wanted to do inspection and testing it was 2391 even that has changed anyway thanks for some input

Wow you asked what I do, your right I don't do testing don't smoke do drink was a jib qualified electrician that stopped work to become his stepfathers full time carer when he got cancer,
