No just put it on a timer FCU and set the timer for the periods you want it to turn on and off. Obviously the periods you wish to time will be set when your heating is turned off via the time clock/programmer.

Yea but as I said before, if someone decides to turn the central heating on manually (which we do all the time) and this overrides the timer, the element is still going to be on for no reason if its within the time its set to be on.
 
as as long as it's not in some unsuspecting customers home then carry on.

me thinks the fcu timer unit is the best bet, just switch it off fro mid October to mid march when the heating should be on!

Cant see why an unsuspecting customer would have an issue with the setup, but this is for my own home anyway.

I know what your trying to say, but your missing the point, it will be a waste of electric having the element on at the same time as someone switching the heating on manually (outside the set time of the timer).

The thermostat will be set to a temp so that when the central heating comes on the element will not power up. A timer set at the opposite times of the central heating timer would work until someone manually switches the heating on.

Darkwood, would it matter which leg I stick the stat on, flow or return? Both are available in a cupboard outside the bathroom which is the perfect spot for it.

TBH it won't make too much difference as you have an adjustable stat and the temp' loss through the towel rail won't be that big but if you have to choose then the flow will give a more accurate temp of the water won't vary if a big wet towel is draped on the rail where the return is subject to variable heat loss dependent if you are actively using it to dry things.
