Fitted a new outside light for customer and dusk to dawn lamp, the lamp keeps flashing off and on every 20 seconds.
Found the fault to be the reflection from the clear plastic housing is lighting up the photocell and causing the lamp to switch off, then in darkness the lamp switches on again.
The only solution I can thin off is either a miniature photocell I can hide somewhere or a timer that is a direct replacement for a light switch that will be compatible with LED lights.
Neither of which I can find.

Any other suggestions.

Have you put a LED lamp in or is the fitting itself LED?
 
Some of those type of lamps flash on/off a few times to acknowledge what setting its on. Not sure about every 20 seconds thou; is there nothing listed in the instruction book.
 
Is the sensor built in, if so where isit positioned, could you upload a photo? If the light output of the fitting is untriggering the photocell then the photocell sensor will need reloacting.
 
Fitted one of these GLS Sensor Lamps, Light Bulbs BC B22 ES E27 - https://www.tlc-direct.co.uk/Main_Index/Lighting_Menu_Index/Lamps_and_Tubes_Index/GLS_Household_Sensor_Lamps/index.html. Customer said when they remove the clear plastic housing, the lamp stops flashing and when they put the cover back on, the lamp starts flashing again. I'm guessing the reflection from the housing is causing the photocell to think it's daylight and switch off

If the fault is the combination of the lamp and the fitting itself then swap it for a photocell fitting designed for the purpose.
