Would a C3 be adequate for a main protective bonding conductor connection to water not readily accessible?

Connection is present (along with tag) but is under floor boards. Took me ages to trace it back.

Also I can not verify the location of the gas bonding connection. What code?
 
Why a C3 for the bonding being present but not accessible?
Have you tested the gas pipe to find if it's a extraneous conductive part?
 
Yes gas is extraneous and is connected but I can't locate the connection.

I'm presuming by your response NV would be more suitable for item number 3.7: condition and accessibility of main protective bonding conductors and connections.
 
I would be happy to code it C3. There is a specific section on the EICR form that requires an entry for the condition and accessibility of bonding conductor connections.
This can be backed up by 543.3.2 Every connection and joint shall be accessible for inspection testing and maintenance.

How do you know it's bonded if you can't verify the connection, continuity or CSA of the cable?
