Hi these are two separate queries,

First off,

What are the minimum requirements for someone to carry out an EICR. I thought it was this and that but basically someone told me that you dont really need anything, just competence which can be ascertained by basic things i.e. ecs card no?
I thought at least the appropriate qualifications and registration to a governing body such as nic or nappit?
Any clarfication would be appreciated.

Secondly,

If someone were to install a heat detector, could this be added to an existing circuit such as lighting or should it be run on its own dedicated circuit, I would assume a fire alarm system would need a dedicated circuit but presumably a smoke alarm or heat detector are less affected by the possible implications presented by using a non-dedicated circuit.

In answer to the second part there is a difference between a heat detector (component of an alarm system) and a heat alarm. You seem to be mixing terms so it's not clear what you're asking about.

So in order to carry out EICR you don't really need anything apart from a piece of paper and a MFT?

And, from the query brought forward to me, it would be going inside a domestic dwelling and as such I believe it would be, using the correct term a heat alarm. I do not think it would be wired as a component of an alarm system.

It is prefereable to either use a dedicated circuit for smoke/heat/CO alarm circuits. An alternative is to supply it from a regularly used lighting circuit (ie downstairs lights), if this is done it's recommended to provide an means of isolating just the alarm part of the circuit, it has been said that the ability to remove an alarm from it's base is sufficient to satisfy that (it's not a reg as such but is recommended in the OSG).
 
To carry out any electrical inspection you need experience in the type of installation you are inspecting.
No quals , schemes , or trade cards needed.
However having 2391 proves your understanding has been assessed to an industry approved standard.
