It looks like the clock/alarm was placed on a rug on the floor looking at the burn area. possibly limiting air flow required for ventilation. If there was something faluty with the clock then maybe it wasn't able to dissipate the heat out which resuted in fire. All in it will probably come down to several factors all working in tandem resulting in what can be seen in the photo.
 
Hard to imagine a clock radio not blasting out loud music was generating so much heat it could catch fire. How bright was the LED display? 100W.

Clearly if its the clock radio there is a design issue. Anything that can draw enough current to catch fire is lacking current limiting protection or insufficiently robust components to handle the heat.
Trading standards and an investigation would seem likely.
 
Was the fire still going when you got there? The OP is a bit ambiguous. I take it that the fire brigade weren't called and the fire was put out by the tennant prior to your arrival?
