YES, but it would be more cost effective to just change the fittings. Although instruction leaflets will tell you what you need to add in order to convert a particular fitting to an emergency type. It could cost you a small fortune to add battery packs, extra wiring, connector blocks etc. It also depends on the type of emergency fitting that you want. Ie would you need a neon indicator for example? Or perhaps a particular fitting should be replaced by a 'running man' type fitting. Hard to say without looking at the job spec.
