I read carefully BS7671, 17th ed., 521.9 and guidance note 1, Table F3 and F5, and no where does it say that flexible cords, such as HO7RN-F can not be used for fixed installations. I hear that was not allowed in the 15th edition but long since allowed. Am I missing something?

Nothing wrong initially using flex if it meets all the volts drop, ccc etc but why would you choose this method as the cables like for like against flat t&e take up more room, need clipping at more frequent intervals and require ferrules at every termination (unless design terminals for fine wire used)...

It's just not cost effective in the long run unless the flex has a unique quality that standard cable doesn't provide for your install.
