I have been asked to feed the Flats Consumer unit with 25mm 2 Core concentric cablefrom a Ryefield 18 way Board mounted at the Mains incomer. Does this comply with the 17th regs regarding mechanical protection. I must admit to using a 3 core swa in the past not concentric because of the termination problems at the consumer.

No it does not have sufficient mechanical protection, you will need to provide this where required.

Concentric submains should be in a trunking unless there is a riser cupboard (even then Id put trunking) as for the earth its part of the cable Spin check here for a bit more info on concentric cable Split concentric cable to BS7870 its a bit of a pain in a cu id imagine although wouldnt you be fitting a cable head in each flat for meter??
