Still be nice to hear it from the OP rather than speculation on what it is, they may be MR16 for all I know and the OP is relying on the installer as to nomenclature. Its just that I am not too quick to jump to the conclusion that someone allegedly an electrician has made such a obvious error so looking for other explanations.
 
Before the NICEIC send Tony and Darren round they would want the complainant to contact the electrical contractor in the 1st instance to see if the matter can be resolved. What has the electrician said regarding it.

Hello,we just got downlights installed in the whole house and some of the transformers are getting really hot,what does it mean ,is it dangerous?
What type of lights have you had fitted transformers getting hot would suggest they are overloaded, you you have any pictures of the lights and transformers
