Are you doing a complete refit, alteration or addition. If the latter what and where are you doing it and what is the existing wiring.

Is there A suspended ceiling in the shop?
This would influence my decision as if it's a plaster board ceiling it offers some fire protection.
If suspended then offers practically non and I would be thinking of LSOH as the wiring due to public persons present and wiring over escape routes using non flame propagating cables.

Lsf singles or PVC?
Good question. I suppose in densely populated buildings I would use LSHF as opposed to LSF. LSF can be very similar to PVC with high chlorine content. Thus producing HCl, being the greatest hazard in fire. I should say light commercial rather than just any commercial. I tend to think of shops and offices as light commercial, just my skewed way of thinking of things probably.
