The rates are generally available a year in advance from the JIB website handbook download. There will also usually be 2 charts like this. Inside and outside of the M25.

there was one agency advertising for a spark at £8 an hour XD

Just looked in the JIB, they are London rates.
So the rest of us aren't that lucky

SJIB increase for 2016 is 3%.
