Bloody hell I thought I was going crackers here. Just realised it's from 2015 !

The customer would just like a more up to date consumer unit, would it need an electrical installation cert if the periodic report was done of the 21st October 2016

Rare customer! :) I think you mean an EICR rather than an installation cert?

Thought it was getting a bit strange. from 2015 to 2017 still my question still stands

I realise that..... next he's going to say "whats Part P"!

How can anyone who works as a spark not understand the certificate requirements of doing jobs is beyond me....
The profile might explain the question a bit more take a look

You need to inspect, test and certify every circuit you have worked on. So if replacing a CU that is every circuit connected to it (incoming and outgoing)

This is getting confusing, my head hurts now. I'll ask again what does the EICR say about the installation?

Yes, come on sparky928 - what were the points raised on the EICR?

The installation of a replacement consumer unit requires the completion of an Electrical Installation Certificate.
The previous work done of any sort is immaterial.
The EICR would be a useful check to compare your test results against to ensure that there had been no major deterioration (or changes) over the last six months, but that is all.
