I must admit, I've not bothered checking supplementary bonding recently - naughty boy - most of the pipe work for radiators is speed fit, and the hot & cold is hidden away behind bathroom furniture :eek: And when the place is visited by just a plumber, you wouldn't see him bothering to check. There, I've said it now.

Was the requirement for bonding ever tested?

No but, you make a good point. I often check pipe work etc, before work starts to verify. But quite often when I go back, its all plastic, been altered and the floors been put down. If the pipe work can't be clamped elsewhere, some customers will get a bit annoyed having clamps and green/yellow cable everywhere. Just saying.
