A bit of legal assistance required.
A local community group has recently purchased the library on our estate after the council closed it down. Before they re-open it, they need to carry out some minor maintenance jobs, one of which is an inspection and test of the electrical system. I have offered my services FOC (doing my bit for the community!) but I'm not sure about the legalities of signing off a PIR, as I'm not a member of a scam. I have BS7671 (17th) and BS2391 and have even signed off my extension recently (although the BCO didn't ask to see my paperwork!).
My question is : do I need to be a member of a scam to sign off a PIR, or would that only be the case if I did any remedial work?

you dont need to be in a scheme to carry out any inspection report , nor any following repairs , although some authorites / insurance companies may prefer it.
being competent to do the job is all that is legally required.

very commendable for helping your community for free , good man.
 
If you are qualified and feel you are competent and have the experience to carry out an EICR on the premises, go ahead. Depends what requirements are asked for, I suppose. If you start doing work on the place insurance, etc, may come into play.
The basic reason for being a member, besides a bit of clout, is for supplying part P, but that's only for domestic work.

I'm just glad I can help them out, they've done a terrific job.
 
Thanks ipf :wink5:. I'll have a chat with them this week, as I'm sure they'll have plans for modernisation/reorganisation which will involve some electric work. They're going to have to see what their insurance company's requirements are I guess.

for gods sake it,s been a EICR for long enough can we call it by its proper name
