A block of flats has a set of outdoor security lights each switched on by a separate PIR sensor switch.
The lights are 500w incandescent and the PIRs rated at 1000w or more. Different makes of PIR have been tried but after a few months they mostly fail by remaining turned on. Any thoughts on why this happens?

Have you tried turning the feeds on and off twice rapidly?
This will reset the PIR's to work correctly, very common problem often caused by momentary power cuts.

yes could be overide problem as stated by micknew, turn them off for 5mins then go and reset them, if you are using cheap PIR's and the overide facility is not the issue, fit steinal, quality kit, neer get problems with any that ive fitted, look the business aswell so much choice for the right job
