I'm doing an EICR for a customer in an old property at the moment, and there are a few things I'm not entirely sure about.

The consumer unit is in a kitchen cupboard, mounted behind the units below the worktop on what looks to be some old wooden panelling from a previous kitchen (the back panel of the unit has been cut away and is removable). All I can see of the service cable coming in are two tails, both wrapped in a beige tape, as you can see in the below picture going into the service head. You can't see it in the picture, but those two beige cables simply emerge from a hole at the bottom of the panelling just out of the photo frame:

If you look to the right at the second picture, the main earthing conductor goes straight into the C.U earthing bar, and as with the beige cables going into the service head, simply emerges from a hole in this wooden panelling.

To get behind this old panelling I'd have to completely destroy the kitchen and remove all of the head / meter / C.U, which I doubt will be an option for the customer at this point.

As you've guessed, I'm trying to figure out what is and isn't a C1, C2, C3, FI, or LIM.

I've tested everything and the readings are well within reason.

Any advice appreciated

This looks a little sus' to me, to note you cannot legally open, move or interfer with the service head.

I suspect someone in the past has done just that although it would require further investigation to confirm... these tails to the service head are singles it would mean they are possibly run in a conduit which is out of view, possibly taken from an adjoining property or to a box joint in the road, if that is standard pvc tape wrapped around them then they could be old VIR's cotten wrapped as was sometimes used but I deffo think this is a botch job of re-siting the cutout illegally.
 
I'd suggest a call to the DNO to get that sorted out, but be warned that if they're anything like the guys in this area they will gain access with a sledgehammer and/or axe
 
When you say 'readings are well within reason', what do they suggest....TN or TT?
Is there any sign of the service cable externally? There are a lot of installs in my area served by a pair of tails from an overhead. Usually TT.

The Ze at C.U is 0.24 ohms, and PFC is 2.17kA.

I don't recall seeing anything externally, but will certainly check the next time I'm there
 
That earth cable looks a bit raggy - have strands been cut off it? Daz
