can I clip cables direct to the wall and then render over the cables with no conduct ?

You can but why not at least use some plastic capping to prevent damage from the render and the trowel?
 
yes normally do but one chase can not go deep enough for conduct so just clipped but heard something today about rendering being found to be able to eat into the cables ?
 
render is deep enough to cap the cables. doesn't need conduit, just capping.
