Has anyone ever written an risk assessment for the omission of RCD protection?

Doing a job in a hospital and the client has specified that they don't want to have RCD protection due to the nature of the appliances being used. ie live saving equipment.

Need to guidance to write one
 
If it's the clients request to omit the RCD would have thought he is the one to write the RA. if not him the NHS H&S Officer would be my 1st contact, although my experience of H&S Officers is buck passing comes before H&S work
 
As said why take the onus of the Client?

Let them provide a Risk Assessment as to why it isn't required. It's not your duty to take.
 
You only need a risk assessment to cover your actual work, I.e installation labour and methods used. The basic stuff ie, locking off, proving isolation, barriers and containment, safe methods of access etc. It is up to them to justify what they have requested and why. I'd use a standard risk assessment and add in 'designated circuit to only be used for specific equipment only by trained operators', or on some paperwork (maybe installation cert?)
