Don't know because it's a condition report and I don't have any access to instructions, as far as am aware aslong as you are not in risk of burns and moving mechanical parts it's not code 2
 
IMO, code C3 is " improvement recommended". it doesn't contravene any regulation, so it's just your opinion as to whther or not you recommend improvement.
