I would like to know if there is a software package available to enable me to desigh/insert with my own power/lighting design onto an existing CAD layout?? Is there such a product
 
There are quite a few Cad packages available at varying costs just depends what you are trying to achieve.

If the file is a DXF file then some drawing packages will import these and allow you to put your design on but you will then be moving away from industry standard drawing format of CAD
