You are required to carry out insulation resistance and loop tests even though you do not need to make a note of the results unless a problem is found.

Even changing a light fitting places a a duty of care on you to ensure that the fitting was safe when you left the premises - but there may be room for taking a pragmatic approach, real world vs. theoretical world;)
