I have a customer who will be sharing the unit next door with its current tenant. He wishes to have a meter installed to keep the bills fair between him and the other tenant. It has a stud walled office with its own ring and lighting circuits.
Having never been asked to this before my thoughts are-

Run a check meter on 10mmtails, dp isolator, 4-way 63a rcd main switch, 32a and 6a as exisiting, there is not much room to play with

sound about right or would a coupke if din rail digi meters be accepatble?
want it simple for the users
 
The simplest and cheapest option is to insert a check meter into the tails of the consumer unit supplying your customers power.
If you take the tails out of the CU put them into the input of a meter and install new outgoing tails up to the CU, job done. £50 and Robert is your father's brother.
An isolator would be useful, if there is space, but I would put it before the meter so it is easy to disconnect.

Also check that there is no power usage other than the office or you may be missing a lot of use!

So he has a office with a lighting circuit and ring main, wants you to install a meter to ensure he is paying his fair share. Who would then pay for the lighting to access the office, alarm (if any) etc. the other person?

This person sounds like a bit of a tightarse to me if he is so worried why doesn't he get an office of his own instead of sharing.
