It is essentially a three terminal connection box and is not likely to need replacing. It has been used to connect the outgoing MI (Pyro) cable.
 
Over the last few decades we have got used to lockable rotary isolators and people are happy to rely on them for isolation. This was a previous method that puts a much bigger airgap in the circuit. Inside is a removable contact block like a 3-pole fuse carrier, that can be removed and taken away by whoever is working on the circuit. Personally I would trust it much more than a modern plastic thing with 3mm contact separation, but it's not technically lockable so wouldn't be installed today.
