You see it's part of the communal building stairs and I rather not overtly change the appearance of this, hence the question .. but if its possible from what you see in the picture then it will be of great help, else I realize the options are limited.
 
A 1g 1way switch between Com and L1 either in place of the switch or in the circuit but the light will be on until the switch is switched off if that is what you are trying to achieve.
 
If you change dip switch 2 to ON then, (if it is dark enough in the stairwell or you adjust the lux level down) it will be on for four hours irrespective of the sensor, however it would need to be reset after the four hours or would not operate, so probably not sensible.
Other than that you would have to rewire to bypass the switch and waste a lot of energy having the light on 24/7 and risk the wrath of the building owner in changing items that should be under their control.
Generally there should be no need to have the light manually operable unless it is not working correctly.
