Not unless you also know the current, from which to calculate the apparent power in VA.

pf = P/(V.I. sqrt(3)) as it's 3-phase

Suppose the line current were 21A, the power factor of your 13kW example would be

pf= 13,000 / (21x400xsqrt(3)) = 0.89
