Yeah, all C2's at present because they are not posing immediate danger at the moment. Unless the heater is above 42A I wouldn't regard it as a C1. Same applies to Air Con unit IMO.

The heater supply may be fine and not warrant any code.

If it is just a simple heater and is therefore a load which is not susceptible to overloading then overload protection is not required and cable calc can be done from Ib. The mcb will only be there for fault protection.
