Asked to remove a couple of storage heaters and replace with a socket outlet.

No RCD CU in place but obviously can fit RCD socket outlet, but I will have to extend cables in off-peak CU to 'on-peak' CU. I don't believe I need to RCD protect the circuit because the new cable I'm installing between CU is not concealed, even though I'm using the existing cable from off-peak CU to outlet point which is concealed.

Anyone disagree?

Whatever you think, it's your decision and depends on interpretation. The cable in question is existing and not being disturbed.
Test and decide. Seems you've made your decision, to me.
I still think the most important part of rcd use is the equipment 'plugged in'. That's where most faults occur, innit.

Listen to wirepuller, though.

i'm with wirepuller on this. probably less cost than 2 RCD sockets as well.

Off-peak consumer board supplying storage heaters has no RCD protection. Does this require upgrading to comply with latest landlord regulations.
