Circuler saw between the sheets works fine,but a word of caution check the saw depth does not quite clear the board depth those water and gas pipes are waitng for you to cut just that little bit to deep ;)

Sharp broad blade bolster can also get the job done, not so quick and clean though.
 
I bought a Bosch 180 multi tool, cheap version of a Fien at £60. How did I work without this before? Superb, plunge cut through floor boards in difficult to access areas & to cut out skirting board sections. Have a look at Fien's site which has videos of use. Cordless versions of both now available.
 
I've used the Trend Routabout tool to cut holes in chipboard floors. The off cut fit's into a plastic ring accessory to make good the hole... very neat. Word of warning though... the cutter bit costs about £30 and usually only lasts 3 holes before burning out the bearing, so you need to budget properly for the holes in your estimate for the job.
