You will need to be more specific about which course you are looking to undertake.
A competent person course can cover a lot of areas, we can presume you mean electrical competent person but what are you hoping to achieve from this course?

yes ..you right Richard..im looking to do electrician competent person courses..as im working on the rail sector need to be a electrician competent person or CP to enter many different rooms and switch gear for work ..as i know its just 1 day course for that but i cant find exactly who its that

cant see how being part of a scheme will allow you to enter the plant room with electrics on the railways as part p dont cover that... i thought there were specific training requirements and licenses/cards to work on railway electrics???

That does make more sense, unfortunately I am not conversant with the trackside requirements of rail operations, the only classifications I know vaguely of are authorised or nominated persons but the courses would be longer than 1 day.
Hopefully someone with more rail experience will be able to assist.

Competent ans Authorised person Schemes are, I should think an in house registration to enable operatives to do different tasks, or enter designated areas, they were exactly that when I worked as an Athorised person.
As people have already said working in the rail sector, you would have know need to be part P registered, or are you looking to become Part P registered to enable you to do Foreigners in your own time, if that is the case you will need much more than the ubiquitous Part P "qualification"
