What response did you get?

He said an RCD on the existing fuse box would be ok which is what has been done.

That said I am struggling to see how I can box in the RCD fitted so I might wind up getting one fitted anyway as its not the most attractive thing to have stuck in the hall...
 
There could well be a very valid reason why he didn't want to change the consumer unit , with existing circuits etc in the house ,its best you speak to your Electrician,,
