I have to do a Condition Report for an old installation. Everything is ok but the installation doesn't have RCD's, even for those circuits required by the 17th Edition. Can I write that the installation is "satisfactory" without RCD's ?
 
any socket outlets with the potential to be used outside or circuits entering a bathroom where satisfactory supplementary bonding is not present would warrant a c2- making the EICR unsatisfactory.

Not that I do EICR's.. but if OP's installation done to correct regs at the time, surly that will be OK. Would not just a C3 suffice?
 
Yes quite right, if every house in the country without a modern DB board considered a C2, everyone would have to move out to hotels due to the extreme danger of being in the house pmsl.
