Went to look at a consumer unit this evening, the owner is having trouble with the RCD not working, notice anything odd about the installation?

busbar gives it away. all breakers are fed direct from main switch and looks like RCD L on both in and out is connected direcly to main switch Lout. .
 
obviously B&Q need to update the you can do it manual. or is that what you get when you accept the lowest quote?
 
Yes, RCD L in and out are indeed both connected to main switch L out.

The owner has already had 2 electricians visit, one said the CU needed a new RCD fitting, other other said it needed completely rewiring ...
 
yep, first miss piggy, followed by statler and waldorf. or was it curly, larry and mo.
