No you just have to be competent with a very high understanding of the regs and type of installation you are producing the report for. If the report is for insurance purposes then there may be a stipulation from the insurance company that your registered with a CPS.

No such thing as far as the regulations are concerned, there is only an EICR.

To carry out an EICR correctly and for it to have any value then you need experience and in depth knowledge of the regulations along with knowledge of past versions of the regulations and past working practices.
Plus of course you need to have the correct insurance.
