Try an Owl monitor. It's not rated as a billing class accuracy meter but it's close enough to give you a good indication and it's easy for a homeowner or unskilled person to install. Home | The OWL
 
sorry for incomplete question and poor english. Ill try to explain my guestions point :) Maybe there are some guys who working as metering engineer in DNO (distribution network operator). One of DNO responsibility (in Europe, in other part of the world maybe is different) is to ensure accurate metering of electricity consumption. So, DNO engineers periodically inspecting metering points (meters and other devices that include in metering point). During inspection we testing meters to to insure is everything ok with meter (accuracy, good potential coil and etc). Special devices are required to perform testing. So, what devices you usually use to perform meter testing(portable standart watt hour meter to compare with installed meter, or just simple resistance load and etc)?
