Currently re-wiring a 14th century, grade 2 listed cottage; the ceilings are being constructed out of wood wool board- lime plaster finnish-
any advice on downlights being unsuitable for the installation? I haven't come across this before

the LED downlights dont give off much heat, maybe some of those? bit more expensive but this doesnt sound like the run of the mill council property
 
having done quite a bit of work on listed Georgian buildings in Bath, building control have often been very helpful and said what they will be happy with in terms of fire rating and the like. it also gives you a layer of protection and can help with risk assessments. Admittedly the council in Bath can be a bunch of jobsworths but in terms of handling listed buildings they are very on the ball.
 
If they really do want downlights (seems a bit out of place to me), fitting into a squashy/crumbly sort of ceiling, you are unlikely to get a clean opening. I'd choose a downlight which could (if necessary) take a "converter ring" as standard to cover the unsightly mess you might create when you cut the holes.
