Hi can someone confirm what code you would give metal light and sockets with no flying earth to the back box. Lights are on a non RCD side of the board so was unsure if it's a C3

No code as long as the box is earthed via the plate screws.
Flying leads are only needed if steel conduit etc is used as the plate screws can't be relied on as a cpc.

as above. flying leads to a back box with at least 1 fixed lug were deemed unecessary back in 16th, about 2001.

Are the CPCs connected to the front plates, or back boxes?

Yes , definitely no code as long as the earth is connected to the face plate
