Im currently in the middle of a Condition report and i have a defect i cant decide which code to use.
The defect reads as follows:

DB2/4R Water heater girls WC, 2.5mm 32A radial circuit requires downgrading to a 20A radial.

C2 cause it could overheat or C3 as its never going to draw 32A down it?

Im thinking C3?
 
Is it likely that a larger water heater could be put on the circuit if the old one was removed ?
Could the current drawn from the present heater cause the cable to run hot ?
Does the installation method contribute to this ?
Could this cause damage to the cable ?
Could a breaking down element in the heater draw more current than the cable is rated for ?

My action would probably be to C2 it. After all it's a simple remedy to get rid of the coding.
 
Its a 2.2kW water heater so no risk of it drawing anything near 32A, Installation method is clipped direct through the fabric of the building (flat roof so assuming joists and insulation)

Edit: The thought that a larger water heater could be installed is a very good point. I have gone with a C2.
