The Part 'P' document is two pages long so maybe that is what the council want?
If the electrician is NIC then he can issue you with the Part 'P' direct from the NIC website and you have to wait for it to be posted.
The Part 'P' looks like the sample below.

On the contrary I've watched niceic and napit webinars were they've attached comments to the DPC dismissing quite a few of the proposed changers including the earth electrode and especially part 8.EG: I've not noticed any of the schemes "pushing back" on the changes proposed for the 18th edition - or even saying delay it.
Why not?
Because they would lose revenue.
So its alright for them to recommend we ALL have to implement this stuff and buy the books, take exams, etc and they can sit back and estimate how much (more) profit they will make.
