In a set up where a generator is feeding a ups unit on power failure, is the earth used from the board feeding the UPS or does the genny need an earth electrode, also what about the neutral earth reference is mains neutral in the changeover never broken.

The generator will, in almost all circumstance require a low resistance earth electrode. Changeover switches should ''Always'' break/isolate the neutral conductor of whatever supply is not being used....

You can’t use the supply neutral to reference the generator neutral. A N→E link must be fitted to the generator output. The DNO’s get a bit p****d off if you kill one of their jointer with a back feed to earth.
