Hob Beko HIC64102 - is this manufacture fault ?

Hello
I have small problems as my new hob beko have probably missing connector.
As I have 1,2,3 on left hand side, on right hand side I have 4 empty 5
As per manual i don't see logic here ?

Any ideas why I get hob like this ?

for standard domestic setup with one phase
1 not used
2 and 3 linked together and connected to live
4 neutral
5 earth
link should be supplied with the unit or is already there in the connection box.
