If you read the manufacturers leaflet that comes with them some require you to remove the earth fly lead prior to testing. i do it as a matter of course and have not actually checked to see if it affects results. I know with some it can affect loop impedance tests.
Have seen many a CU with them cut off mind!

The 'function earth lead', does just that I believe. Cut it orrffh or not connect it might cause some functional problems. The earth & neutral fly leads have to be disconnected, if the manufactures state this, during IR testing, as far as I'm aware?
 
Obviously,MI should be adhered to,if you are writing down the test and result,but you could not damage any RCBO,using standard,IR test gear.
 
On the schedule of test results simply put 6100* instead of 60898/3036/etc etc. Obviously the x1 x5 results are on the far right hand side..

You need to test the RCBO's before connecting the circuit ... Then take the Zs at the end of the circuit. Obviously you can't do global ir tests so ir tests on the circuit come before the Zs
